They've announced no contracts and some kind of $40/month all-you-can-eat plan.
Globalive doesn't own any spectrum in Quebec, so right now they can't do anything there. Public Mobile outbid them. I'm sure that Globalive is trying to work some deals, however, to partner with someone who does own spectrum in Quebec so they can provide you guys service.
Globablive didn't choose to ignore Quebec. I'm sure they wanted to purchase licences to cover the entire country.
The problem they ran into is that Quebecor (Videotron's parent company) bid exclusively on Quebec licences, effectively muscling everyone else out. Quebecor is a huge company with boat loads of money and in the past auction it was clear that they were not going to be outbid for licences they wanted.
Nate is right that public mobile bought licences for Quebec, but these are not for the frequencies Quebecor was after. They didn't actually "outbid" Quebecor, they were bidding on completely different spectrum.
Also, to tkatz, this has nothing to do with language laws. It's all about licences.
Public mobile is also based on CDMA technology, and not GSM.

Dude there are boatloads of money in Quebec. If people are willing to pay $100/month to Videotron for half-baked services, they would migrate in droves if you could offer at a discount to that!
