Competition (if you'll call it that) isn't alive and well.. So if they did release plan information, and the more 'aware' consumer contacts their existing provider now already, the incumbent providers might tempt the possible switcher with a 'golden' deal.. It's all about grabbing as many customers as they can, without giving the opposition time to counter the deals.
If you started such a billion-dollar undertaking, would you publish your business plans well ahead of the launch date?
This would give the competition a chance to either emulate your plans, or even undercut one or two aspects.

The fact is. Bell, Rogers and Telus are trying to lock as many people into long-term contracts now as possible. Have you noticed how the amount of a handset subsidy used to scale with number of years but now is exponentially weighted to get you to sign a three year deal? If the "Big 3" knew Wind's plans in advance, they could match them and lock even more customers down.
I for one need a new phone, my current one is near dead, but I am holding on to hear what others have to offer...
